Design values are measurements of individual pollutant concentrations taken by air-quality monitoring stations.  The values show whether an area is above or below the national air-quality standard for the pollutant.  For ozone, the standard is 75 parts per billion. The design value for ozone is each year’s fourth-highest reading, averaged over  three years.
